Cleanup: Grease Pencil: Use StringRef for function parameters
Generally, `StringRef` should be used for parameters and `StringRefNull` for the return type. This cleans up the code to use this pattern. Part of #130518. Pull Request: https://projects.blender.org/blender/blender/pulls/131246
