UI: Minor tweaks on User Preferences header.

* Move Save User Preferences to the right (matches file browser and quit prompt).
* Icons for Import/Export keyconfig
* Match order of install/reset of Themes section
* Rename "Install MatCap/HDRI" to "Add MatCap/HDRI"
