72ef03d5a1 Extensions: split add-ons & extensions into separate preferences
Add back the "Add-ons" preferences, removing add-on logic from
extensions.

- Add support for filtering add-ons by tags
  (separate from extension tags).
- Tags now respect the "Only Enabled" option.
- Remove the ability to enable/disable add-ons from extensions.
- Remove add-on preferences from extensions.
- Remove "Legacy" & "Core" prefix from add-on names.
- Remove "Show Legacy Add-ons" filtering option.

Implements design task #122735.

Details:

- Add-on names and descriptions are no longer translated,
  since it's impractical to translate text which is mostly
  maintained outside of Blender.
- Extensions names have a `[disabled]` suffix when disabled so it's
  possible to identify installed but disabled extensions.
- The add-on "type" is shown in the details,
  so it's possible to tell the difference between an extension,
  a core add-on & a legacy user add-on.
- Icons are also used to differentiate the add-on type.
- User add-on's must be uninstalled from the add-ons section
  (matching 4.1 behavior).
- Simplify logic for filtering tags, move into a function.

Extract
- Cycles denoiser enum.
- Extensions user preferences UI.
- Node operator poll message from new node function.

Improve
- Split "(Enabled|Disabled) on startup, overriding the preference."
into two messages.

Disambiguate
- "Add" when describing the action of adding something should use the
  Operator context.
- "Dimensions", in noise textures.
- "Transform" as a noun, the matrix transform type of Geometry Nodes,
  as opposed to the verb to move things in space.
- "Parent" as a noun or verb (the parent of an object, to parent an
  object to another).

Some issues reported by Satoshi Yamasaki, deathblood, and Gabriel Gazzán.

602b26f461 I18n: Disambiguate messages from custom properties
These messages are part of enum items not directly used by their
EnumProperty, because they are returned by a function. They cannot be
accessed in RNA at all times, and need to be extracted manually.

bb9e3df6d2 Fix #122766: Add missing Fast GI options to raytracing presets
The UI has changed and fast GI options was moved to the raytracing
panel in the UI. When this was done they were not added to the
raytracing presets what adds confusion when adding the presets.

This PR adds the fast GI options to the presets.

b4ea8583ed WM: correct logic for resetting add-ons & caching meta-data
All add-ons were being scanned at startup, while this didn't cause
errors it was noticeable with extensions where any errors in the
manifest were being reported at startup, even when running with
factory-startup (including blender's own tests).

Address two issues:

- The logic to "reset" add-ons, so as to match the preferences when
  reverting or resetting preferences always ran on startup.
  This occurred because a check for Python being initialized was
  incorrectly used to detect that this wasn't the first time preferences
  were being loaded (regression in [0]).

- Resetting add-ons scanned all add-ons (including disabled add-ons) to
  ensure their module cache is up to date. Since this the cache is
  lazily initialized, it's simpler to set it as uninitialized as
  resetting the add-ons doesn't require the cached meta-data.

d08cebf6d7 Fix #122838: Save and Removal of Themes with Multi-Word Names
In Preferences / Themes you can add a new theme with a name that has
multiple words and the resulting file name will have spaces converted
to underscores. Unfortunately such multi-word themes will not pass the
poll function for saving and deletion. This PR just adds calls that
convert from the display name to file name in order for these to work.

15ec49ff28 Nodes: improve temp viewer from Connect to Output
This PR changes the temporary viewers created in node groups by Connect to Output in two ways:
- Rename it, as it is currently called "tmp_viewer", which stands out
  as strange and code-like. It is renamed to "(Viewer)", which can be
  translated.
- Use the actual connected socket type.
  Currently the viewer uses hardcoded socket types (Geometry for Geometry
  Nodes, Shader for shader nodes). While in GN we can only connect
  geometry to the output, in shader nodes other types can be inspected.
  This change allows the tmp_viewer to use the type of the actual socket
  being inspected, to have a better idea of what it contains from
  outside the group.

  It can be especially useful if a group is used in multiple materials
  and different sockets are being previewed in each one.

It also does some cleanup, details in the commits.

1d894aa1a7 Add Convert Image Empty to Mesh Plane operator
Since import images as mesh planes operator was added recently in core
Blender, it is now easy to also support converting image empties to mesh
planes by reusing the same code.

This results in a fast workflow where you can use Blender's drag & drop
& align feature for reference images, and quickly turn them into meshes
without registering second file handler and clicking anything before
import is finished.

  'Opaque' and 'Alpha Clip' maps to deferred.
- Renamed `show_transparent_back` to `use_transparency_overlap`
- Renamed `use_screen_refraction` to `use_raytrace_refraction`
- Deprecate `use_sss_translucency` and `use_sss_translucency`

**NOTE**
The light probe changes will be done in a different patch.
Both patches should land just before we remove EEVEE Legacy
from the code-base.

d568abea62 Extensions: Install From Disk operator handling both legacy and new
When a user has downloaded an add-on as a zip file, it's not clear in
advance if this is a legacy add-on or a new extension. So they would
have to use trial and error, or inspect the zip file contents.

This uses a simple heuristic to check if the file is a legacy add-on,
and if so automatically calls the legacy operator instead.

The operator now show both extension and legacy add-on properties,
with the latter in a default collapsed subpanel.

4b4ae72837 Import Images as Planes: improve option panels
- Layout changes
  - Use panels instead of boxes resulting in a more compact UI,
    more suitable to the drag-and-drop UI.
  - Make all enum options to drop-down menus.
  - Rename the title of `Position` box to `Transform`.
  - Remove sub-headers `Plane dimensions`,
    `Orientation` under Transform box.
  - Move offset related options to the bottom. Importing a single
    plane would be more common use case.
- Rename "Animate Image Sequences" to "Detect Image Sequences".
- Rename several labels and option names. Since drop-down allows more
  space, make some option names verbose.
- Remove the warning `'Opaque' does not support alpha`. It should be
  obvious from usual Blender usage, and doesn't need a special warning
  from the add-on.
- Disable Alpha Mode options instead of hiding it when use alpha is
  unchecked.
- Hide Track Camera option instead of disabling it when supported
  align modes are selected.
- Fix or rewrite several tool-tips.

61178b22a2 Nodes: port "Connect to Output" operator from Node Wrangler
As Node Wrangler add-on is moving to extensions platform and maybe isn't shipped
with Blender from 4.2 onwards, some of it's more important functionalities which are
crucial for Blender UX can be ported inside core. Also see #121749.

This PR ports "Preview Node" operator from add-on inside `scripts/startup/bl_operators`.

When Shift-Ctrl (or Shift-Alt) clicked on the node operator connects output socket of the
node to active Output node in the tree (group, material, light, or world output). For Geometry
Nodes this is just handy operator, but in Shader Nodes, because Viewer Node isn't
implemented, this has always been the only way to quickly preview nodes by connecting
it to Material Output.

Changes made from Node Wrangler version:
- Renamed operator from "Preview Node" to "**Connect to Output**", because node previews
  already mean a different thing in context of compositor and shader editor, and viewer node
  is used for previewing in geometry nodes. Connect to Output is correct name because in every
  context it's called that's what it does.
- Assigned shortcut Shift-Alt-Click in shader editor as well. Even though Shift-Ctrl click already
  works, it's good to have consistency with geometry nodes, so that users can use same shortcut
  in both contexts.

Operator doesn't work in compositor. It's not clear if that's wanted (to connect to Composite node),
and if it is it'll be added in separate PR.

b5003fa56c Support "Add -> Image -> Mesh Plane" as a built-in operator
Add the operator from the io_import_images_as_planes add-on,
making it a built-in operator.

The main differences with the add-on are:

- Compositor integration has been removed.
- The file handler for dropping images has been removed
  to avoid a popup whenever images are dropped onto Blender.

There were also changes to follow Blender's core scripts more closely:

- Defer imports where possible.
- Use `str.format`.
- Use double-quotes for non-enum strings.
- Remove or "_" prefix unused arguments.
- Avoid unnecessary use back-slashes for wrapping lines.

Otherwise all other functionality has been kept.

57c023d580 Preference: add option allow internet access
Add a preference to "Work Offline" system preference as well as command
line options `--offline-mode` & `--online-mode`
(which overrides the preference).
This option is displayed in the initial setup screen too.

This is currently respected by:

- Check for updates on startup
- Disables running an update when enabling extensions.

When Blender is launched with `--offline-mode` the option cannot be
enabled in the preferences. This is intended for environments
where internet access is intentionally disallowed.

Background: with Blender supporting access to online-repositories
as well as 3rd party extensions themselves potentially accessing the
internet. This setting provides a way for users to disable online
functionality.

This prevents error messages when online access fails in environments
without internet access as well as the ability for users who prefer
Blender doesn't access the internet to have one place to turn this off.

While it does not enforce limitations on add-ons, 3rd party scripts
are expected to respect this setting using `bpy.app.internet_offline`.

The details for this will be handled along with other policies scripts
are expected to follow.

a926f5b67d Refactor: Replace ID_IS_LINKED by !ID_IS_EDITABLE
Add new ID_IS_EDITABLE macro that checks if the ID can be edited in the
user interface. Replace usage of ID_IS_LINKED where it is used with this
meaning.

Also add a corresponding ID.is_editable property for Python.

This prepares for the ability to edit some linked datablocks for brush
assets.

c4a0bbb1f4 Extensions: Support online extensions and move add-ons outside Blender
The extensions system allows to extend Blender with connectivity to the internet. Right now it means Blender can
discover and install add-ons and themes directly from the internet, and notify users about their updates.

By default this is disabled (opt-in), and users can enable it the first time they try to install an extension or visit
the Prefences > Extensions tab. If this is enabled, Blender will automatically check for updates for
extensions.blender.org upon startup.

When will Blender access the remote repositories:

* Every time you open the Preferences → Extensions: ALL the enabled repositories get checked for the latest info (json)
* Every time you try to install by dragging: ALL the enabled repositories get checked for the latest info (json).
* Every time you start Blender: selected repositories get checked for the latest info (json).

From the Blender code point of view, this means that most of the add-ons and themes originally bundled with Blender
will now be available from the online platform, instead of bundled with Blender. The exception are add-ons which are
deemed core functionality which just happened to be written as Python add-ons.

This PR does the following:

* Move extensions out of experimental.
* No longer install `scripts/addons` & `scripts/addons_contrib`.
* Add `scripts/addons_core` to blender's repository.

These add-ons will still be bundled with Blender and will be always enabled in the future, with their preferences
moved to be more closely integrated with the rest of Blender. This will happen during the remaining bcon2 period.

* Go to User Preferences > Extensions
* You will be greated with an "Online Extensions" message, click on "Enable Repository".
* Search the add-on you are looking for (e.g, Import Images as Planes).
* Click on Install

f01e84e3a5 EEVEE-Next: Add operator to convert a world volume to mesh
EEVEE-Next world volume are infinite like Cycles. EEVEE-Classic world volumes
end at the clip_end of the camera/viewport. This can lead to confusion as
it would render different then expected.

This PR adds an operator to convert a world volume into a mesh volume. The
operator can be found in the shader editor (world mode) and in the properties
panel/World/Volume.

**Why an operator?**

As this alters the content of the scene we want the artist to be in control of
the conversion. Doing it automatic lead to a lot of complexity and cases that
might not be expected by the user.

6176e66636 Nodes: add node group description
This allows node groups to have a description that is shown in the add menu
or when hovering over the node header.

This new description is stored in `bNodeTree.description`. Unfortunately, it
conflicts a bit with `ID.asset_data.description`. The difference is that the latter
only exists for assets. However, it makes sense for node groups to have
descriptions even if they are not assets (just like `static` functions in C++ should
also be able to have comments). In some cases, node groups are also generated
by addons for a specific purpose. Those should still have a description without
being reusable to make it easier to understand for users.

The solution here is to use the asset description if the node group is an asset,
and to use `bNodeTree.description` otherwise. The description is synced
automatically when marking or clearing assets.

A side benefit of this solution is that appended node group assets can keep their
description, which is currently always lost.

89c1f7e0c3 IO: Use file handler in space VSE
Uses `FileHandlers` to handle file drag-n-drop in the space Sequencer, drop-boxes
still remain since they handle Images ID drag-n-drop.

This also allows to open/drag-n-drop multiple files at once.

When drag-and-drop is performed with a single image/movie/sound
file and only the internal `FileHandler` can be used, is used
the internal drop-box api for drag and drop, since it has a nice
drag-and-drop preview.

176c6ef329 Geometry Nodes: unify menu switch with other nodes with dynamic sockets
This changes the menu switch socket to use the socket-items system
(`NOD_socket_items.hh`) that is already used by the simulation zone, repeat
zone, bake node and index switch node. By using this system, the per-node
boilerplate can be removed significantly. This is especially important as we
plan to have dynamic socket amounts in more nodes in the future.

There are some user visible changes which make the node more consistent with
others:
* Move the menu items list into the properties panel as in 0c585a1b8a.
* Add an extend socket.
* Duplicating a menu item keeps the name of the old one.

There is also a (backward compatible) change in the Python API: It's now
possible to directly access `node.enum_items` and `node.active_index` instead of
having to use `node.enum_definition.enum_items`. This is consistent with the
other nodes. For backward compatibility, `node.enum_definition` still exists,
but simply returns the node itself.

Many API functions from `NodeEnumDefinition` like
`NodeEnumDefinition::remove_item` have been removed. Those are not used anymore
and are unnecessary boilerplate. If ever necessary, they can be implemented back
in terms of the socket-items system.

The socket-items system had to be extended a little bit to support the case for
the menu switch node where each socket item has a name but no type. Previously,
there was the case without name and type in the index switch node, and the case
with both in the bake node and zones. The system was trivial to extend to this
case.

0c585a1b8a Geometry Nodes: move socket items ui and operators from Python to C++
This has some benefits:
* Nodes with dynamic socket amounts can remain more self-contained
  (2 fewer files to edit with this patch).
* It's easier to reuse existing C++ code, reducing redundancy.

One new thing I'm doing here is to define operators in node files. It seems
reasonable to register operators that belong to a node together with that
node. Without this, code spreads out further than necessary without any real benefit.

This patch affects the simulation zone, repeat zone, bake node and index switch node.

The UI is slightly affected too. Since we had the UI defined in Python before,
it wasn't possible to integrate it into the node properties panel. That is possible
now and looks better anyway. The previous UI was an artifact of technical limitations.

0c4d3754f1 Cleanup: replace {!s} with {:s} when used with strings
When passing strings to str.format(..) use `{:s}` format specifier
which only takes strings and wont run `.__str__()` on non-strings.

While `{!s}` is an equivalent to `%s`, for the most part `%s` was
used for strings, so using `{:s}` is clearer and more specific.

0e3b594edb Refactor: scripts under scripts/startup/ to use str.format
Part of modernizing scripts in Blender, where the previous convention
was to use percentage formatting which has become the "old" way to

615100acda IO: Use FileHandler in Node Editors
Use `FileHandlers` to handle file drag-n-drop in Node Editors. Drop-boxes
still remain since they handle Images ID drag-n-drop.

This also allows to open/drag-n-drop multiple files at once.

Also this will allow add-ons to also support drag-n-drop for images and
movies in node editors while still providing access to Blender's native
support since File Handlers let users choose which to invoke if there's
multiple configured.
