3b1e123361 Refactor: UI: Replace uiItemS and uiItemS_ex with uiLayout::separator
This merges the public `uiItemS` and `uiItemS_ex` functions into an
object oriented API (`uiLayout::separator`), matching the python API.
This reduces the difference between the C++ API with the python version,
its also helps while converting code from python to C++ code

a017a6cc54 Refactor: UI: Replace uiItemO with class method uiLayout::op
This converts the public `uiItemO` function to an object oriented
API (`uiLayout::op`).
Also this rearranges `idname` paramether, since this the only one
required, and to make format similar to `uiItemFullO`

Note: One of the benefits of moving from a public function to class
method is to reduce API usage difference between C++ and Python. In
Python this method is called `UILayout::operator`, however `operator`
is a reserved keyword in C++.

d6d6a7e36f Fix #137391: Do Not Restrict Marker Operations on Region Size
Remove the checks for region size in operator_markers_region_active as
that interferes too much. The only thing really interfering with
playhead movement when the area gets too narrow is MARKER_OT_select. So
this PR adds a new poll function for that in particular. That allows a
lot of simplification.

10233e95dd Cleanup: use a typed enum for operator & gizmo callbacks
Callbacks: exec invoke & modal now use a typed enum wmOperatorStatus.

This helps avoid mistakes returning incompatible booleans or other
values which don't make sense for operators to return.

It also makes it more obvious functions in the WM API are intended
to be used to calculate return values for operator callbacks.

Operator enums have been moved into DNA_windowmanager_enums.h
so this can be used in other headers without loading other includes
indirectly.

No functional changes expected.

dd168a35c5 Refactor: Replace MEM_cnew with a type-aware template version of MEM_callocN.
The general idea is to keep the 'old', C-style MEM_callocN signature, and slowly
replace most of its usages with the new, C++-style type-safer template version.

* `MEM_cnew<T>` allocation version is renamed to `MEM_callocN<T>`.
* `MEM_cnew_array<T>` allocation version is renamed to `MEM_calloc_arrayN<T>`.
* `MEM_cnew<T>` duplicate version is renamed to `MEM_dupallocN<T>`.

Similar templates type-safe version of `MEM_mallocN` will be added soon
as well.

Following discussions in !134452.

NOTE: For now static type checking in `MEM_callocN` and related are slightly
different for Windows MSVC. This compiler seems to consider structs using the
`DNA_DEFINE_CXX_METHODS` macro as non-trivial (likely because their default
copy constructors are deleted). So using checks on trivially
constructible/destructible instead on this compiler/system.

87a4c0d3a8 Refactor: Make Library.runtime an allocated pointer.
Move `Library.runtime` to be a pointer, move the related
`LibraryRuntime` struct to `BKE_library.hh`. Similar to e.g.
Mesh.runtime, that pointer is expected to always be valid, and is
allocated at readtime or when creating a new Library ID.

Related smaller changes:
* Write code now uses standard ID writing codepath for Library IDs too.
  * Runtime pointer is reset to nullptr before writing.
* Looking up a library by its absolute path is now handled through a
dedicated utils, `search_filepath_abs`, instead of using
  `BLI_findstring`.

037c0c74a1 Fix #133786: Crash when modifying a Grease Pencil NLA track
The issue is that `ANIM_animdata_filter` with the flag `ANIMFILTER_ANIMDATA`
did not actually return only animdata.

The reason for this is in `animdata_filter_grease_pencil_data`,
where there is special handling for this flag.

It seems that returning non-animdata things is expected for Grease Pencil.
So my solution is to just verify the type of `bAnimListElem` before use.

920e709069 Refactor: Make header files more clangd and clang-tidy friendly
When using clangd or running clang-tidy on headers there are
currently many errors. These are noisy in IDEs, make auto fixes
impossible, and break features like code completion, refactoring
and navigation.

This makes source/blender headers work by themselves, which is
generally the goal anyway. But #includes and forward declarations
were often incomplete.

* Add #includes and forward declarations
* Add IWYU pragma: export in a few places
* Remove some unused #includes (but there are many more)
* Tweak ShaderCreateInfo macros to work better with clangd

Some types of headers still have errors, these could be fixed or
worked around with more investigation. Mostly preprocessor
template headers like NOD_static_types.h.

Note that that disabling WITH_UNITY_BUILD is required for clangd to
work properly, otherwise compile_commands.json does not contain
the information for the relevant source files.

For more details see the developer docs:

370a11342c Anim: rename .action_slots to .action_suitable_slots
`AnimData`, NLA strips, and action constraints all have an
`action_slots` field in RNA. The purpose of this field is to list
the slots of the currently assigned action (if any) that are suitable
for the relevant ID.

However, this is not clear from the naming. In particular, given that
there is another field `action_slot` that represents the currently
assigned slot, the name `action_slots` could be easily misinterpreted
as a way to assign multiple slots at once, which is not possible.

To help clarify its actual purpose and meaning, this PR renames the
field to `action_suitable_slots`.

As a bonus, this also ends up decluttering the Python autocomplete when
looking for things related to `action_slot`.

43d7558e5b Anim: Remove 'Slotted Actions' experimental flag
This commit takes the 'Slotted Actions' out of the experimental phase.
As a result:

- All newly created Actions will be slotted Actions.
- Legacy Actions loaded from disk will be versioned to slotted Actions.
- The new Python API for slots, layers, strips, and channel bags is
  available.
- The legacy Python API for accessing F-Curves and Action Groups is
still available, and will operate on the F-Curves/Groups for the first
  slot only.
- Creating an Action by keying (via the UI, operators, or the
`rna_struct.keyframe_insert` function) will try and share Actions
between related data-blocks. See !126655 for more info about this.
- Assigning an Action to a data-block will auto-assign a suitable Action
Slot. The logic for this is described below. However, There are cases
where this does _not_ automatically assign a slot, and thus the Action
will effectively _not_ animate the data-block. Effort has been spent
to make Action selection work both reliably for Blender users as well
as keep the behaviour the same for Python scripts. Where these two
goals did not converge, reliability and understandability for users
  was prioritised.

Auto-selection of the Action Slot upon assigning the Action works as
follows. The first rule to find a slot wins.

1. The data-block remembers the slot name that was last assigned. If the
newly assigned Action has a slot with that name, it is chosen.
2. If the Action has a slot with the same name as the data-block, it is
    chosen.
3. If the Action has only one slot, and it has never been assigned to
    anything, it is chosen.
4. If the Action is assigned to an NLA strip or an Action constraint,
and the Action has a single slot, and that slot has a suitable ID
    type, it is chosen.

This last step is what I was referring to with "Where these two goals
did not converge, reliability and understandability for users was
prioritised." For regular Action assignments (like via the Action
selectors in the Properties editor) this rule doesn't apply, even though
with legacy Actions the final state ("it is animated by this Action")
differs from the final state with slotted Actions ("it has no slot so is
not animated"). This is done to support the following workflow:

- Create an Action by animating Cube.
- In order to animate Suzanne with that same Action, assign the Action
  to Suzanne.
- Start keying Suzanne. This auto-creates and auto-assigns a new slot
  for Suzanne.

If rule 4. above would apply in this case, the 2nd step would
automatically select the Cube slot for Suzanne as well, which would
immediately overwrite Suzanne's properties with the Cube animation.

Technically, this commit:
- removes the `WITH_ANIM_BAKLAVA` build flag,
- removes the `use_animation_baklava` experimental flag in preferences,
- updates the code to properly deal with the fact that empty Actions are
now always considered slotted/layered Actions (instead of that relying
  on the user preference).

Note that 'slotted Actions' and 'layered Actions' are the exact same
thing, just focusing on different aspects (slot & layers) of the new
data model.

The "Baklava phase 1" assumptions are still asserted. This means that:
- an Action can have zero or one layer,
- that layer can have zero or one strip,
- that strip must be of type 'keyframe' and be infinite with zero
  offset.

The code to handle legacy Actions is NOT removed in this commit. It will
be removed later. For now it's likely better to keep it around as
reference to the old behaviour in order to aid in some inevitable
bugfixing.

124bae5a4d Fix: use action_treat_as_legacy() where appropriate
Previously we were using a bespoke hodgepodge of
`Action::is_action_legacy()` and `Action::is_action_layered()`,
sometimes in combination with checking for the Baklava feature flag,
when what we really meant is "Should this action be treated as legacy
or not?"

This commit changes the places where that's semantically what we meant
to use `action_treat_as_legacy()`. Some of those places were already
correct, using a compound conditional, but some of them weren't, and
thus were not always branching correctly. For those latter cases,
this commit is a bug fix.

Importantly, not all uses of bare `Action::is_action_legacy()` or
`Action::is_action_layered()` are semantically incorrect: there are many
places where that is the right thing to do. This commit takes care not
to touch those places.
