Second part to fix#128420.
On startup, the Blender File Outliner mode would show empty libraries
linked, pointing to the brush essentials files. This was because some
grease pencil versioning code would call
`BKE_paint_ensure_from_paintmode()`, which would link in the default
brushes. Then a bit later, brush assets versioning code would remove
local brushes from the default starup file, so the library link became
empty.
Initializing paint data shouldn't necessarily include importing default
brushes. In an earlier version I made this optional with a boolean, but
it's easy enough to separate out entirely.
Now `BKE_paint_ensure()` just initializes paint data, and
`BKE_paint_brushes_ensure()` has to be called to ensure that active
brushes are available.

This renames the mode identifiers to be consistent with e.g. the context mode identifiers and other names used for the new Grease Pencil.
For `object.mode`:
* `PAINT_GPENCIL` -> `PAINT_GREASE_PENCIL`
* `SCULPT_GPENCIL` -> `SCULPT_GREASE_PENCIL`
* `VERTEX_GPENCIL` -> `VERTEX_GREASE_PENCIL`

This commit adds low-level logic in BKE to support three behaviors in
case of name conflict when renaming an ID:
1. Always tweak new name of the renamed ID (never modify the other ID
name).
2. Always set requested name in renamed ID, modifying as needed the
other ID name.
3. Only modify the other ID name if it shares the same root name with the
current renamed ID's name.
It also adds quite some changes to IDTemplate, Outliner code, and
RNA-defined UILayout code, and the lower-level UI button API, to allow
for the new behavior defined in the design (i.e. option three from above list).
When renaming from the UI either 'fails' (falls back to adjusted name) or forces
renaming another ID, an INFO report is displayed.
This commit also fixes several issues in existing code, especially
regarding undo handling in rename operations (which could lead to saving
the wrong name in undo step, and/or over-generating undo steps).
API wise, the bahavior when directly assigning a name to the `ID.name`
property remains unchanged (option one from the list above). But a new
API call `ID.rename` has been added, which offers all three behaviors.
Unittests were added to cover the new implemented behaviors (both at
BKE level, and the RNA/Py API).

This is the main merge commit of the brush assets project. The previous
commits did some preparing changes, more tweaks are in the following commits.
Also, a lot of the more general work was already merged into the main branch
over the last two years.
With the new design, quite some things can be removed/replaced:
- There's a unified "Brush" tool now, brush based tools and all special
handling is removed.
- Old tool and brush icons are unsed now, and their initialization code
removed here. That means they draw as blank now, and the icon files can be
removed in a follow up.
- Creation of default brushes is unnecessary since brushes are now bundled in
the Essentials asset library. Icons/previews are handled as standard asset
previews.
- Grease pencil eraser options are replaced by a general default eraser brush
that can be set by the user.
More changes are planned still, see task list issue below.

Make half-size waveforms default in new files and Video Editing template.
They are more space efficient and display more detail at small sizes.

Using unified paint settings for the draw tools as multiple issues.
As an artist, it is expected that changing a draw brush will change
its settings. Sharing the radius between draw brushes only leads
to frustration of having to change the radius back and forth.
Instead, we don't use unified paint settings for the tools in draw
mode and always use the settings on the brush.

In GPv2 the brush strength was it's own setting in the
`brush->gpencil_settings`. Now we just use the `brush->alpha`
like all other brushes.

This implements and exposes the `View`/`Scene` brush radius option.
* `View`: Brush units are in pixels. Zooming in and out in the viewport will make the brush stay the same size relative to the view, but grow/shrink relative to the scene.
* `Scene`: Brush units are in meters. Zooming in and out in the viewport will make the brush grow/shrink relative to the view, but stay the same size relative to the scene.
The default radius unit is `Scene`, which is what GPv2 did.
The "2D Animation Template" was updated to disable using the radius in the unified paint settings. This means that using the template by default will use the brush radius, which also mimics the behavior of GPv2.
The user can change the radius brush unit from the `Advanced` panel.

Move all header file into namespace.
Unnecessary namespaces was removed from implementations file.

This adds a light parameter to avoid near camera pixels
allocating too much shadow resolution.
This is more intuitive than the scale shadow setting and
allows reducing the precision without changing the look
of distant shadows.
For sun lights, the property sets the minimum pixel
size the shadow can contains. This allows to
remove a lot tilemap close up.
For local lights, there is another additional property
to set the maximum resolution in shadow space (like
EEVEE-Legacy) instead of in world space (like sun
lights). This allows making older files lighter and
allow a more conservative approach to resolution.
This add versionning code to handle EEVEE-Legacy files
that had fixed resolution per light type.
The resolution setting is always in world space distance
as the maximum shadow resolution distribution might change
in the future or be dependent on other parameters
(like beam angle). This ensure that there is no
dependency on these parameters, but make the
setting use very small units. But this is more of
a UI problem.

have different cache visualization options in different editor spaces
at the same time.

This is used by the brush assets branch. Though it is unused currently, the
argument is added now to reduce the trivial boilerplate changes in the diff.
Sequencer timeline displays red tint & appropriate icons for strips that are
missing media file (images, movies, audio, or meta strips that contain such).
Sequencer preview and rendering displays missing media strips as magenta,
similar to missing textures elsewhere in Blender. This is on by default,
sequencer view settings have an option to turn it off.

The root of the issue, as identified by Jake-Faulkner in his PR
(!120099), was that after changes in commit 195bb4f8f5,
`BKE_libblock_ensure_unique_name` would not always correctly set
`bmain->is_memfile_undo_written` to false when an ID name was actually
modified.
However, after analyzing a bit more the code in ID renaming, it appeared
that `BKE_libblock_ensure_unique_name` was not needed and only made
things more confusing. Some ID renaming code (from RNA, the Outliner,
and some do_version areas) would then do some manual ID renaming
operations and then call it, instead of simply using the existing 'all
in one' `BKE_libblock_rename` function.
This commit removes `BKE_libblock_ensure_unique_name` and all of its
usages, and simplify all code previously using it by calling
`BKE_libblock_rename` instead.
NOTE: The only non-trivial (not-so-nice) aspect of this commit is the
changes needed in the Outliner renaming code, since here the name of the
ID is directly edited, before calling the rename function, so this edit
needs to be undone to allow calling the generic ID rename API.

Since v2.5 Blenders viewport view has been tilted by around ~0.8
degrees to the right, resolve this using a lookup table to update
the the defaults.

Use snapping increments matching values used before this was
customizable. [0] changed snapping increments from 5 degrees to 15,
from 1 to 5 degrees with precision enabled.

Add two snapping increment options: a regular value
(activated with Ctrl) and a precise value (activated with Ctrl+Shift).
These values are separate for 2D and 3D views.

This PR initializes all brushes with the default automasking cavity
curve when a `startup.blend` file is loaded. Because there exists a
series of brushes that are added if they are not found in the
`startup.blend` file (e.g. "Paint") **after** the file is already
loaded, the existing fallback code to handle `nullptr` in the loader
code does not run.

I added a new BLO_userdef_default.h header to contain declarations of
two global variables that are still defined in C files. Use of designated
initializers for large structs make those files harder to change.

Merge duplicated motion blur settings between Cycles and EEVEE,
and move them to `RenderData`/`scene.render`:
* `scene.cycles.motion_blur_position` -> `scene.render.motion_blur_position`
* `scene.eevee.use_motion_blur` -> `scene.render.user_motion_blur`
* `scene.eevee.motion_blur_position` -> `scene.render.motion_blur_position`
* `scene.eevee.motion_blur_shutter` -> `scene.render.motion_blur_shutter`
On the C/C++ side, this also renames `RenderData::blurfac` to
`RenderData::motion_blur_shutter`.

This pull request adds the ability for users to specify input samples
on a per brush basis. The existing field in the main `Paint` struct
forces all brushes of a particular tool type to use the same value.
A new field was added to the `Brush` struct to allow for this value
to be specified there instead, and a corresponding unified value in
`UnifiedPaintSettings` has been created to allow users to use the
same value across all brushes.

This pull request adds the ability for the `propagation_steps` value
for certain automasking settings to be applied globally instead of
using the per-brush attribute.
Previously, while the flag settings were stored at the brush and global
level, the `propagation_steps` value would always change the brush
attribute even when using the global menu.

This pull request adds the ability for the `Limit` and `Falloff` values for the View and Normal automask modes to be applied per-brush instead of modifying the global tool value.
Previously, while the flag settings were stored at the brush and global level, the values would always change the global value even when using the advanced tab of the brush menu.
## Testing
* `make test` results in 3 failures (49 - io_wavefront, 134 - compositor_distort_cpu, 323 - imbuf_save), but these tests appear to fail even prior to any changes being applied when running locally
* Manual testing with older version blend files to ensure that the value is defaulted correctly.
* Visual testing to verify that brush values are favored over global values.

The Tiled default is the least commonly used mapping mode, switch the
default to something that is more commonly used.

This is due to `BLI_findstring` returning wrong id from passed name.
Two IDs can have same name before making them unique so it can return
wrong id. To fix this, pass id argument instead of id_name to
`BLI_libblock_ensure_unique_name` and skip the use of `BLI_findstring`

Along with the 4.1 libraries upgrade, we are bumping the clang-format
version from 8-12 to 17. This affects quite a few files.

clang-format binary bundled with the Blender precompiled libraries.
