Regression from [0] where the key-map was attempting to load preferences
for key-map items for add-on operators which were not yet defined.
Resolve by postponing keymap updating until after loading add-ons.

Translation markers `N_()` were added to IDs' plural names in !113912.
I also renamed some of those because I thought there were only display
names.
This commit reverts the renaming, leaving only the addition of the
markers.

Extract:
- Sculpt filter types from the Sculpt menu. Some of these types use a
custom label, different from those defined in the operator RNA,
which was never extracted.
- "Today" and "Yesterday" from the file browser modification date.
- All name_plural from IDs, as these are used in the UI to list which
data block is to be removed, when calling outliner.orphans_purge.
Disambiguate:
- "Area", meaning the measurement of a surface as opposed to a place.

This commit makes using (most of) `BKE_report` API safe in
multi-threaded situation.
This is achieved by adding a `std::mutex` lock to the `ReportList`
struct (in a slightly convoluted way unfortunately, due to this being a
DNA struct). This lock is then used to make most operations on
`Reportlist` data thread-safe.
Note that while working on this, a few other minor issues aroze in
existing usages of Reportlist by the WM code, mainly the fact that
`wm_init_reports` and `wm_free_reports` were both useless:
- init was called in a context where there is not yet any WM, so it
was doing nothing.
- free was called on a WM that would be later freed (as part of Main
freeing), which would also call cleanup code for its `reports` data.
Both have been removed.
Further more, `wm_add_default` (which is the only place where a WM ID is
created) did not initialize properly it reports data, this has been
fixed.
This change is related to the wmJob thread-safety tasks and PRs (#112537,
!113548).

IME editing would cast GHOST_TEventImeData to wmIMEData then read/write
an additional member that doesn't exist in GHOST_TEventImeData.
In practice it's likely struct padding prevented this from showing up
as a bug. Nevertheless it's bad practice to rely on this.
- Make GHOST_TEventImeData read-only, move the is_ime_composing boolean
into the window.
- Add static assert to ensure both structs are the same size.
- Correct code comments.
The `lib_link` callback cannot always be fully replaced/removed, as in
some case it is also doing some validation checks, or data editing based
on the result of lib_linking internal ID pointers.
The callback has been renamed for that purpose, from `read_lib` to
`read_after_liblink`. It is now called after all ID pointers have been
fully lib-linked for the current ID, but still before the call to
`do_versions_after_linking`.
This change should not have any behavioral effect. Although in theory
the side-effect of this commit (to split lib linking itself, and the
validation/further processing code) into two completely separated steps
could have some effects, in practice none are expected, and tests did
not show any changes in behavior either..

The `expand` callback is 'trivial' to replace, since it is only iterating
over ID pointers and calling a callback.
The only change in behavior here is that some pointers that were not
processed previously will now be.
In practice this is not expected to have any real effect (usually
the IDs used by these pointers would have been expanded through other
usages anyway). But it may solve a few corner cases, undocumented issues
though.

This commit adds a new option flag to the lib_query foreach_id code,
which will make deprecated ID pointers to be processed as well.
NOTE: Currently there is no report to the callbakcs about the fact that
it is processing a deprecated ID. This can be easily added later if it
becomes necessary.

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.
