Jeroen Bakker 26147b29a7 Vulkan: Construct a Vulkan 1.2 Context. 
Apparently we always constructed a Vulkan 1.0 Context, although we
are targetting Vulkan 1.2. This also lead to incorrect expectations
when using the Vulkan Memory allocator.
