Campbell Barton 3de916ca25 RNA: support for marking properties as deprecated 
Deprecation meta-data support for RNA properties.

- Properties may have a deprecated note and version.
- Warnings shown when these are accessed from Python.
- A note is included in the generated documentation.

Support for marking functions as deprecated can be added in the future.
