With: `{BLENDER_USER_EXTENSIONS}`
This follows BLENDER_USER_CONFIG & BLENDER_USER_SCRIPTS conventions.
Reading the environment variable and accessible via
`bpy.utils.user_resource('SCRIPTS')`
