Sliding shape key value in dopesheet editor generates keymap but side panel isn't updated unless we move mouse over it. It has been mentioned in last Animation module meeting. Fix is to send a notifier from "value" property whenever edited, this will be listened by `action_region_listener` to redraw the side region Pull Request: https://projects.blender.org/blender/blender/pulls/146835
