No functional changes.

In order for the function `get_normalized_fcurve_bounds` to be
reusable in [#114407: WIP: Anim: View FCurve of Property in the Graph Editor](https://projects.blender.org/blender/blender/pulls/114407)
the arguments need to be simplified.
