PR #141419 gated init behind a `nullptr` check, but it would still try to run transform engine code, which accesses the unset region. Fix by preventing any sort of `move_strips` operation when `region` doesn't exist. Pull Request: https://projects.blender.org/blender/blender/pulls/141582
