Germano Cavalcante dfd4d2914f Refactor: Bypass DEG_foreach_dependent_ID_component when not needed 
The `DEG_foreach_dependent_ID_component` is only used to mark objects
whose base will have `BA_SNAP_FIX_DEPS_FIASCO`.

If this flag is not used, the `DEG_foreach_dependent_ID_component` is
also not needed.
