This is caused by the forward_lib including eevee_nodetree_lib before eevee_ambient_occlusion_lib. Fixed by splitting eevee_nodetree_lib into the part that is needed for forward_lib so that eevee_nodetree_lib is only included from eevee_nodetree_frag_lib and eevee_nodetree_vert_lib.
