Remove an overly-careful check on an enum value being greater than zero. The check was added back in the day when this value was declared as `int` and thus could easily be assigned anything. The check for the upper limit was kept, and augmented with a `BLI_assert()` so that failures here will actually go noticed and can get fixed. No actually functional changes.
