In Vulkan it is not allowed to allocate a buffer of zero bytes. This would generate an error. In Blender it is possible that a buffer is zero bytes. For example when the draw manager is drawing instances and there are no instanced in the scene. This PR ensures that at least a single byte is allocated in order to not fail later on.
