Campbell Barton d9bb08f111 RNA: avoid many calls to 'RNA_struct_is_a'

Quicker to find the ID-subtype then use direct pointer comparisons.

Also modify `ID_code_to_RNA_type` so missing ID-codes raise a warning
(handy when adding new ID types).
