After some discussion with Brecht and Jeroen, it was decided to use an upstream patch from openusd ([from here](https://github.com/PixarAnimationStudios/OpenUSD/pull/3603)) so we could use the usual vulkan libraries and not the Vulkan SDK. I did not port Ray's Windows changes from the old PR https://projects.blender.org/blender/blender/pulls/137617 as I didn't know if anything else needs to be changed (and I've only tested this on Linux).
